Contra Costa Public Defenders’ Efforts Underway to Join Us in Decriminalizing those Living with a Medical Condition Such as Mental Illness

    Meeting information

This meeting was held on April 17th at 7 PM, over Zoom.

    Agenda

The General Meeting begins at 7 PM, with announcements kicking off the meeting. The presentation begins at 7:15 PM.

    Speakers

    • Ellen McDonnell, Contra Costa Public Defender
    • Joni Spears, Assistant Public Defender/Manager of the CCPD Mental Health Unit

    Meeting Description

Justice can only be served when the most vulnerable among us are treated with the same attention, dignity, and respect as the most powerful. Contra Costa Public Defenders (CCPD) are dedicated to providing vigorous, client-centered advocacy to indigent persons accused of crimes in Contra Costa County. For our April 17th General Meeting, Contra Costa Public Defender Ellen McDonnell will be joined by Assistant Public Defender Joni Spears who manages their Mental Health Unit to discuss how they make a diligent effort to serve those criminalized with living with a medical condition such as mental illness.

About 30% of CCPD attorneys represent clients in specialty courts and assignments or mental health-related proceedings. The mental health unit consists of experienced attorneys dedicated to the defense of individuals with mental health disabilities. These attorneys advocate for clients in all stages of civil commitment proceedings from involuntary medication hearings to petitions to extend an individual’s commitment to a state hospital. If an individual with a mental illness or intellectual disability has a criminal case, the court may find the individual incompetent to stand trial and suspend criminal proceedings. In these cases, the unit advocates for these individuals to receive treatment as quickly as possible. The unit is dedicated to safeguarding the rights of our most vulnerable clients and ensuring that they have a voice in the courtroom.

As the Contra Costa Public Defender, Ellen McDonnell stewards the office’s commitment to fighting systemic racism through high quality litigation, and innovative, holistic defense. During her two decades at CCPD, Ellen McDonnell has specialized in representing clients charged in serious felony cases, been the public face of the office in the community and the local criminal court system and led a dramatic expansion of innovative and holistic defense programs in the department. Ellen has expanded the scope and reach of the office’s services through grant-funded programs that have received state and federal recognition.

Assistant Public Defender, Joni Spears, has spent more than half of her 20-year career representing youth in delinquency matters, including youth committed to Contra Costa County’s long-term custodial programs and youth committed to DJJ. Currently, Joni is the manager of the Contra Costa Public Defender Mental Health Unit. In 2020, Joni was named PJDC’s Juvenile Defender of the Year.

    A Moment of Hope

A lot is happening worldwide, and it can sometimes feel overwhelming. Many of us feel powerless, unheard, and uncertain about what the future holds. Yet, even in the darkest moments, there is still light.

What I thought would be a simple afternoon trip to a local community park was much more. It became a moment of reflection, a life lesson, and, most importantly, a reminder that hope still exists.

Sitting in the park for a couple of hours, I held back tears while watching innocent children play. At that moment, they were untouched by the chaos in the world. They laughed, ran, and connected, free from judgment, prejudice, or fear. They didn’t see color or difference. They saw classmates, neighbors, friends, or just another child.

Watching them brought back memories of my childhood. I couldn’t help but wonder what happened to the world I once believed in. I began asking myself how long these children could enjoy this freedom before the world taught them otherwise. Before they were exposed to hate, injustice, or the painful reality of racism. Before, their sense of safety would be replaced by fear or unresolved trauma.

As adults, parents, caretakers, and members of the community, these thoughts should weigh heavily on all of our hearts. What can we do to protect our children? When and how do we begin to prepare them for the truth of the world they are growing up in? And how do we do so in a way that preserves the purity of who they are, their joy, and the greatness within them?

In that moment of reflection, I turned inward and leaned on a tool that has guided me through many of life’s difficult seasons. It’s a resource I continue to use today that brings clarity, healing, and strength. I recommend this powerful visual exercise, a circle within a circle. The outer circle represents what is outside of our control, and the inner circle represents what is within our control. Recognizing the difference has tremendous power.

We cannot control the world, the actions of others, or persistent systemic issues. But we can control how we respond. We can choose to show up with intention, love, and purpose. We can inspire, encourage, educate, and empower our children to believe in themselves. We can help them understand who they are at their core. We can teach them to respect themselves and others, to value community, and to create safe spaces where they are seen, heard, and celebrated.

Most importantly, we can teach them to never let the world change who they are or how they see others. We must remind them they are never alone and their voice matters. Even in the face of adversity, they can find strength, and even when hope feels distant, they can carry it within or be the light and hope for someone else.

I invite you to try this simple yet powerful practice with your child or yourself. Draw a circle. Inside that circle, draw another. Label the outer circle “What’s Outside My Control” and the inner circle “What’s Within My Control.” Fill in each space with what applies to your current experiences. Then, spend time daily focusing on your inner circle—your power, influence, and choices.

What we focus on and feed will always grow. Let that inner circle become your anchor, your light, and your moment of hope.

  • Gigi is California Woman of the Year

Gigi is California Woman of the Year

Women’s History Month is a celebration of women’s contributions to history, culture and society and has been observed annually in the month of March in the United States since 1987. The 2025 theme, “Moving Forward Together,” celebrates “Women Educating and Inspiring Generations.” This theme celebrates the collective strength, equality, and influence of women who have dedicated their lives to education, mentorship, and leadership, shaping the minds and futures of all generations.

Assemblywoman Anamarie Avila Farias nominated our CEO, Gigi R. Crowder, L.E., for “California Woman of the Year” for Assembly District 15 in early March. She also honored our CEO, Gigi R. Crowder, L.E. as a “California Woman of the Year” for Assemby District 15! On March 10, 2025, Gigi and Assemblywoman Anamarie Avila Farias reported to Assembly floor for Women’s History Month Resolution and ‘Woman of the Year’ floor ceremony in Sacramento. Congratulations, Gigi!

About California Woman of the Year

    From California Legislative Women’s Caucus:

The Woman of the Year event was founded in 1987 by Assemblywoman Bev Hansen (R) and Assemblywoman Sally Tanner (D), who noticed that the California Legislature had no events planned for the month of March, Women’s History Month. In celebration of the contributions to society made by remarkable women throughout California, Hansen and Tanner arranged to invite one woman from each Senate and Assembly district to come to the Capitol and be honored for their accomplishments. The women were to be recognized as Woman of the Year in a formal ceremony on the floors of the Senate and Assembly. This yearly event, sponsored and organized by the Women’s Caucus, is greatly anticipated by all Legislators today.

    Gigi’s Accomplishments

Gigi Crowder has elevated the African American Uplift program over the last several years and helped establish the Contra Costa County’s African American Holistic Wellness and Resource Hub. In addition, she has led the African American outreach efforts at NAMI CC, helping people through culturally responsive peer specialist support through the criminal justice system and promoting growing and healing for men of color through workshops. Gigi has also spearheaded interfaith trainings aimed at providing faith congregations the tools needed to build Mental Health Friendly Communities. She is undoubtedly the most deserving of this award and is indeed a remarkable icon.

Gigi has also been a champion in advocating for other marginalized communities’ needs, including Asian American Pacific Islander (AAPI) and Latino/Latinx, and we are grateful for her passion and leadership at NAMI Contra Costa.
